Russia Threatens Armenia with Suspension of Duty-Free Gas Supplies Amid EU Integration Moves

Moscow warns that Armenia’s closer ties with the EU could end key duty-free energy agreements and impact strategic cooperation.

Russia has issued a formal warning to Armenia regarding its ongoing efforts to strengthen ties with the European Union, threatening to suspend or terminate duty-free supplies of gas, petroleum products, and rough diamonds. This potential disruption could significantly affect Armenia’s energy security and bilateral economic relations with Moscow.

Diplomatic Tensions Affecting Energy Trade

According to a letter from Russian Energy Minister Sergey Tsivilev sent to Armenia's Ministry of Territorial Administration and Infrastructure on May 25, the continuation of Armenia’s rapprochement with the EU jeopardizes the foundational trade and investment agreements between the two countries. The letter, obtained by a Russian publication, outlines Moscow’s position that preserving duty-free access for critical commodities is "impossible" under the current political trajectory.

"The ongoing practical steps toward deeper cooperation between Armenia and the European Union, alongside the Armenian government's declared aspiration to join the EU, threaten the preservation and development of the fundamentally high level of Russian-Armenian trade, economic, and investment cooperation," the letter states.

Since December 2013, Russia has granted Armenia duty-free treatment on exports of gas, petroleum products, and rough diamonds under a bilateral agreement. This arrangement includes the indefinite waiver of export duties and stipulates that supplies must meet Armenia’s domestic consumption levels with a strict prohibition on re-exporting to third countries.

The letter also notes that if either party initiates termination of the agreement, Armenia remains obligated to compensate Russia for unpaid amounts or recognize these as state debt until fully settled.

Armenia’s Dependence on Russian Energy and Potential Consequences

Armenia relies critically on Russian energy imports, with nearly all natural gas and the majority of petroleum products sourced from Russia annually. This makes Moscow’s threat especially significant for Yerevan’s energy security and broader economic stability.

At the time of reporting, Armenian government officials, including the Ministry of Territorial Administration and Infrastructure and Prime Minister Nikol Pashinyan’s office, had not publicly commented on the letter.

On the same day, Russian State Duma Deputy Speaker Petr Tolstoy indicated that privileges currently extended to Armenian citizens—such as extended stays without registration and simplified employment procedures in Russia—could be rescinded if Armenia loses its status as a strategic ally.

"Those who attempt to distance themselves from Russia should be warned that it is far worse for Armenia if Russia begins to distance itself. The current concessions for Armenian citizens are based on their country’s status as a strategic ally," Tolstoy said.

Earlier in May, Russia imposed restrictions on the import and sale of certain Armenian products, including wines, brandies, vegetables, fruits, and flowers. On May 9, Russian President Vladimir Putin emphasized the urgency for Armenia to decide whether to align with the EU or maintain membership in the Eurasian Economic Union (EAEU). He suggested that Russia would respond accordingly, describing any future disengagement as a "soft, intelligent, and mutually beneficial divorce."
