Ukraine and Serbia Presidents Meet in Belgrade Amid Geopolitical and Economic Talks
Volodymyr Zelensky's first visit to Serbia since the war includes a dinner with Aleksandar Vučić and scheduled formal negotiations.
Ukrainian President Volodymyr Zelensky visited Belgrade for the first time since the war erupted in February 2022, engaging in a dinner meeting with Serbian President Aleksandar Vučić on the evening of August 7. The informal gathering marked the beginning of a renewed dialogue between the two leaders, ahead of official talks scheduled for August 8 at the Serbian presidential palace.
Strategic Discussions Ahead Amid Complex Regional Dynamics
The initial dinner meeting was succinctly acknowledged by Zelensky in a Telegram post with a joint photograph, but without detailed commentary on the discussions. Meanwhile, Vučić emphasized on Instagram that Zelensky's visit aims to enhance bilateral relations and deepen cooperation in sectors of mutual interest.
Key agenda items highlighted by Ukrainian officials include expanding economic ties, navigating relations with the European Union, and addressing security concerns. Vučić has also pointed to energy sector collaboration as a significant topic, reflecting Serbia's ongoing energy links with Russia despite European pressure.
The official talks scheduled for August 8 are expected to culminate with a joint press conference, as announced by the Serbian presidential administration. Zelensky also plans to meet with Serbian Prime Minister Đuro Mačut during the visit, signaling a comprehensive engagement with Serbia's political leadership.
"This visit is expected to contribute to the further development of relations and strengthening of cooperation between Belgrade and Kyiv in areas of mutual interest," Vučić stated.
Serbia remains one of the most Moscow-aligned countries in Europe, notably refraining from imposing sanctions on Russia following its 2022 invasion of Ukraine. The Serbian government maintains close energy partnerships with Russia, a stance that has repeatedly drawn scrutiny from Brussels, which considers these ties a barrier to Serbia's EU accession ambitions.
President Vučić has personally met Russian President Vladimir Putin multiple times since the war began, including attending the Victory Day parade in Moscow on May 9, 2025. In contrast, Zelensky and Vučić have met three times since February 2022—in Chișinău, Athens, and Odessa—reflecting an ongoing dialogue despite Serbia's nuanced position.
An unnamed senior Ukrainian official described Zelensky's Belgrade visit as a "slap in the face" to Russian interests, underscoring the geopolitical significance of the engagement amid shifting alliances in Southeastern Europe.
