Jared Kushner, the US presidential envoy and son-in-law of former President Donald Trump, held a critical meeting with Hamas representatives in Egypt as part of ongoing efforts to implement a peace plan for the Gaza Strip. The discussions centered on Hamas taking concrete disarmament actions to enable reciprocal security measures from Israel.

Key Demands and Stakeholders in the Gaza Peace Talks

During the 90-minute meeting, Kushner emphasized the necessity for Hamas to demonstrate tangible progress on disarmament rather than mere verbal commitments. According to sources, Kushner conveyed that Israel remains skeptical of Hamas fulfilling its obligations without clear, enforceable steps.

"For Kushner, it was crucial that Hamas leaders personally commit to these obligations," a source involved in the talks stated.

The meeting included prominent figures such as Nikolay Mladenov, executive director of the US-led “Peace Council,” former UK Prime Minister Tony Blair, and senior advisers Arye Lightstone and Liran Tankman. Hamas was represented by Khalil al-Hayya, head of its political bureau. Egyptian Intelligence Chief Hasan Rashad, Qatari diplomat Ali al-Tawadi, and a senior Turkish official also participated, highlighting the multinational nature of the negotiation efforts.

Kushner reportedly told Hamas that disarmament would involve transferring administrative authority to a technocratic Palestinian government and ensuring Hamas would have no role in governing Gaza moving forward. These conditions aim to build Israeli confidence in Hamas’s compliance.

Following this, Kushner is scheduled to visit Israel to meet Prime Minister Benjamin Netanyahu to discuss appropriate Israeli steps contingent upon Hamas’s disarmament commitments.

Context and Regional Reactions

Prime Minister Netanyahu previously expressed outright rejection of the US-backed peace plan for Gaza, reiterating on August 9 that Israel would not withdraw its forces until Hamas is fully disarmed, including all categories of weaponry. Netanyahu’s stance underscores Israeli security priorities amid ongoing tensions and ahead of parliamentary elections on October 27.

Meanwhile, foreign ministers from Saudi Arabia, Egypt, Jordan, Pakistan, Indonesia, Qatar, Turkey, and the United Arab Emirates issued a joint statement condemning Israel’s refusal to adopt the framework plan, accusing it of undermining efforts to achieve a just and lasting peace in Gaza.

The backdrop to these diplomatic developments remains the October 7, 2023 Hamas attack on Israel, which escalated conflict in the region. Hamas militants launched rocket barrages and ground incursions, killing approximately 1,200 civilians and capturing around 250 hostages. Israel declared war on Hamas in response, with subsequent military operations resulting in extensive casualties and humanitarian impact across Gaza.

Casualty figures remain contested. Hamas-controlled Gaza’s health ministry reports over 73,000 fatalities and more than 174,000 injuries from Israeli military actions, though the classification of combatants versus civilians in these numbers is unclear.

As Kushner pushes for disarmament commitments, the fragile ceasefire and peace prospects hinge on mutual trust and demonstrable actions from both sides amid intense regional scrutiny.
