Austria Plans to Extend Mandatory Military Service Amid Rising Security Concerns
Three-party coalition agrees to increase conscription period to nine months with new field exercises and enhanced benefits.
Austria is set to extend the duration of mandatory military service from six to nine months as part of significant defense reforms responding to evolving security threats. The government announced on July 27 that the reform package includes mandatory field exercises following basic training and aims to strengthen the country's readiness against hybrid and cyber threats.
Details of the Military Service Reform
The ruling coalition, comprising the conservative Austrian People's Party (ÖVP), the Social Democratic Party (SPÖ), and the liberal Neos party, has negotiated the amendments, which now require parliamentary approval. Under the new framework, conscripts will undergo six months of initial training followed by compulsory field exercises designed to enhance practical military competencies.
These field exercises can be completed at any point within a ten-year period, offering flexibility and sustained engagement with the reserve forces. To boost recruitment and retention, the government plans to introduce paid leave days during service and increase monthly remuneration to approximately 1,000 euros.
"It is not enough to acquire new equipment if our soldiers lack sufficient practical experience handling it during emergencies," said Federal Chancellor Christian Schallenberg, emphasizing the need for comprehensive preparedness.
The reform aligns with recommendations from an expert commission and reflects heightened security concerns stemming from Russia's war in Ukraine and growing risks related to cyberattacks, hybrid warfare, and threats to critical infrastructure.
Political Process and Future Implementation
The government coalition is seeking to secure support from the Freedom Party of Austria (FPÖ) and the Greens to achieve a two-thirds majority required to pass the legislation. If approved, the new measures will come into effect on January 1, 2027.
Notably, the changes will not immediately affect the nine-month civilian service alternative. Starting in 2027, civilians may voluntarily extend their service by two months, with mandatory extensions introduced in 2028 if conscription targets are not met.
Austria remains a militarily neutral country and is not a member of NATO, underscoring the significance of bolstering its own defense capabilities amid shifting geopolitical dynamics.
