Ukraine's Zelensky Signals Russia Plans Expanded Mobilization and North Korean Military Aid in Fall 2026

Ukrainian President Volodymyr Zelensky has issued a warning that Russia is preparing to significantly expand its military mobilization efforts in the fall of 2026. Citing intelligence reports, Zelensky stated that Moscow also aims to bolster its forces by integrating approximately 30,000 soldiers from North Korea.

Details of Russia's Mobilization and Military Support from North Korea

Addressing ongoing war developments, Zelensky highlighted that Russian authorities are reportedly planning a broader mobilization, though the specifics of what this expansion entails remain unclear. "President Putin is preparing to simply conscript new Russian citizens into the war," Zelensky emphasized, noting that the Russian government is masking these intentions with vague language and signals.

Since June, preparations have been underway in Russia's Voronezh region to receive the influx of North Korean troops. The Ukrainian president revealed that Pyongyang is also expected to transfer new ballistic missile launch systems to Moscow. He described the cooperation between Russia and North Korea in military affairs as a serious threat, particularly for countries in Asia within the range of North Korean missiles. "Russia is aiding North Korea in learning how to wage war," Zelensky noted.

"It is essential that we and our partners exert sufficient pressure on Russia to prioritize peace over further mobilization and aggression," Zelensky stated.

In a previous address on July 24, Zelensky spoke of an impending "significant wave" of mobilization in Russia, underscoring heavy Russian casualties on the front lines and the Kremlin's plans to escalate attacks and expand the conflict.

Russia's partial mobilization, which began at the end of September 2022 and lasted into early October, remains in effect according to official documents. In January 2023, the administration responded to inquiries confirming that the presidential decree authorizing partial mobilization continues to apply, covering various military obligations.

Russian Presidential spokesperson Dmitry Peskov clarified that the decree governs multiple activities required for the armed forces to fulfill their duties, indicating that the mobilization framework persists as part of ongoing military efforts.
