Russia Intensifies Disinformation Campaign in Germany Ahead of Regional Elections
A Kremlin-linked bot network spreads fake media mimicking German outlets to influence voter sentiment before September local elections.
In the run-up to Germany's regional elections scheduled for September, a coordinated disinformation campaign linked to Russian authorities has been actively spreading false information targeting eastern German states. According to investigations published by Swiss and German media, the campaign employs a bot network known as "Matryoshka" to disseminate fake videos and doctored images that mimic the style of reputable German news outlets.
Disinformation Tactics and Targets
Since late June, the Russian-backed operation has flooded German-language social media platforms with deceptive content aimed at undermining public trust in mainstream political candidates. The campaign focuses on states such as Saxony-Anhalt and Mecklenburg-Vorpommern, where important landtag (regional parliament) elections will take place, as well as local elections in Lower Saxony and the Berlin House of Deputies.
Investigators identified at least 135 short videos spreading false claims and 18 fabricated newspaper front pages that closely resemble those of major German newspapers like Frankfurter Allgemeine Zeitung (FAZ), Süddeutsche Zeitung, and Die Zeit. Broadcast styles of German public media outlets ARD, ZDF, and Deutsche Welle are also mimicked to lend credibility to the fakes.
One notable example is a video circulated on July 10 on the social network X (formerly Twitter), which falsely claimed that Sven Schulze, the Minister-President of Saxony-Anhalt from the Christian Democratic Union (CDU), was planning to finance the construction of a "new Berlin Wall." This video was overlaid with the FAZ logo to create the illusion of authenticity, although it was completely fabricated.
"The disinformation materials aim to discredit candidates from all Bundestag parties except the far-right Alternative for Germany (AfD) and the pro-Russian 'Sarah Wagenknecht’s Union' (BSW)," investigative reports highlight.
The campaign appears strategically designed to benefit pro-Russian political groups, notably the AfD, by sowing discord and mistrust towards mainstream parties. The false accusations included in the fakes range from allegations of pedophilia to claims of corrupt real estate practices, reflecting an attempt to inflame public opinion against targeted individuals.
Authorities’ Response and Broader Context
German federal security agencies have acknowledged awareness of these disinformation efforts and have launched investigations into the suspected organizers behind the bot network. The Federal Office for the Protection of the Constitution confirmed to media outlets that the fake materials are "likely connected to the 'Matryoshka' bot network."
Experts warn that this campaign is part of a broader pattern of Russian influence operations aimed at destabilizing Western democracies. French newspaper Le Monde estimates that Russia spends approximately 1.3 billion euros annually on propaganda activities abroad, a sum that dwarfs the European Union’s 5 million euro budget for media literacy and counter-disinformation efforts planned for 2025.
As Germany prepares for critical elections at multiple levels, this wave of orchestrated misinformation underscores the challenges democratic societies face in protecting electoral integrity against foreign interference. Observers stress the importance of heightened vigilance by both authorities and social media platforms to combat the spread of fake news and safeguard public discourse.
