Germany Sees Sharp Increase in Military Service Refusals Amid Security Concerns and Conscription Reform
Military service refusal applications surged in Germany in H1 2027, driven by security tensions and new conscription laws ahead of mandatory fitness assessments.

Germany has experienced a significant rise in the number of individuals refusing military service during the first half of 2027. According to data from the Federal Office for Family and Civil Society Affairs (BAFzA), 5,862 applications to decline military service were filed by June 30, marking a sharp increase compared to 3,867 refusals in the entire year of 2025 and 2,998 in 2024.
This surge reflects growing apprehensions related to national security and the impact of recent reforms to the Bundeswehr conscription system, which came into effect on January 1, 2027. The new law mandates that starting July 1, 2027, all 18-year-old males will undergo compulsory medical fitness examinations to determine eligibility for military service, regardless of whether they intend to serve voluntarily.
Conscription Reform and Increasing Military Personnel Targets
While Germany suspended mandatory military service in 2011, the obligation remains embedded in the country’s Basic Law. The government is now considering reintroducing a limited form of compulsory service, termed "military duty by necessity," should voluntary recruitment fall short of targets.
"The so-called ‘military duty by necessity’ is planned to be activated if the required number of volunteers cannot be achieved," the data indicates.
The long-term defense objective includes raising active military personnel from 186,000 to 260,000 by 2035. This ambitious expansion reflects heightened geopolitical challenges and Germany’s commitment to strengthening its armed forces.
The right to conscientious objection remains protected under Article 4, Paragraph 3 of the Basic Law, allowing individuals to refuse armed service on ethical grounds. Applications to refuse military service are not limited to new recruits but can also be submitted by reservists and active service members.
Interestingly, there are instances where individuals have withdrawn their previously submitted refusals. According to reports, 781 applicants reversed their refusal last year, with 233 doing so in the first quarter of 2027.
As Germany prepares for the upcoming mandatory fitness assessments and potential partial reinstatement of conscription, the evolving dynamics of voluntary enlistment versus compulsory service will remain a critical factor influencing military staffing and broader security policies.
